Legislative Framework for Solar Energy in Cyprus

In Cyprus, the renewable energy sector, including solar energy, is regulated by the following laws and directives:


1. National Renewable Energy Strategy

  • Law No. 112(I)/2013 on the Promotion of the Use of Energy from Renewable Sources

This law adapts the European Directive 2009/28/EC, which sets targets for the share of renewable energy in total consumption. Cyprus has set a target of 31% of total energy consumption by 2030.


2. Electricity Regulation

  • Law No. 122(I)/2003 on the Regulation of Electricity

This law establishes the legal framework for the production, transmission, and distribution of electricity, including the integration of solar energy into the grid.


3. Energy Network Management

  • Cyprus Energy Regulatory Authority (CERA)

This authority is responsible for issuing licenses, controlling tariffs, and monitoring the connection of solar installations to the electricity grid.


4. Financial Support and Subsidies

  • Subsidy Schemes of the Ministry of Energy, Commerce, and Industry of Cyprus

The government provides financial assistance for the installation of solar panels, including "net metering" and "self-consumption" systems.


5. Technical and Environmental Standards

European quality standards for equipment (EN 50583, EN 61215, etc.) are also applied in Cyprus.


6. Support Systems for Users

  • Net Metering and Net Billing programs allow solar system owners to offset their electricity costs. Currently, excess energy is lost as it cannot be sold back to the grid. However, we are exploring the implementation of energy storage systems. These systems would store surplus energy, enabling its sale later at higher rates, thus generating additional revenue.

7. Tax Incentives

  • The tax legislation provides profit tax exemptions for up to 10 years to help investors recoup their investments. However, there are currently no VAT reductions for installing solar systems.
